You can install this theme through the Visual Studio Marketplace
- Open Extensions sidebar panel in VS Code. View → Extensions
- Search for vermilion
- Click Install to install the theme
- Click Reload to reload your editor
- File > Preferences > Settings > Workbench > Color Theme > vermilion
