This is only for rush monorepo

Because rush currently not support pnpm9 or you want use this plugin in other pnpm version，you need:

• use workspace.yaml instead of pnpm-workspace.yaml
• use workspace:catalog: instead of catalog:

PS catalog implementation might require you to achieve it through a custom hook in pnpmfile.cjs
