规范 git commit 插件

使用方式

1. mac 系统，shift + command + p 唤起命令行，输入 Start Git Commit，按回车开始使用
2. win 系统，ctrl + shift + p 唤起命令行

注意事项

1. 暂存区必须得有待 commit 的文件，否则会报错
