Center Comment README

Adds a command to nicely format comments intended as separators.

Extension Settings

This extension contributes the following settings:

• center-comment.lineCommentStart:the delimiter that starts line comments
• center-comment.blockCommentStart the delimiter that starts block comments
• center-comment.blockCommentEnd: the delimiter that ends block comments
• center-comment.includeIndent: whether to consider the indent when calculating comment wideth
• center-comment.lineWidth: the total width of the comment
