Profiforms ReportWriter configuration syntax highlighting

VSCode grammar for the ReportWriter configuration files of the ProfiForms output management system.

• This grammar highlights all objects and functions in *.tci and *.inc files.
• Includes and start-/stopsection are highlighted separately from comments.

Currently there is no real scoping of the different sections.
