Neolang-support

This extension adds support for the Neolang programming language. Neolang is a compiled, statically typed, imperative programming language. It is designed to be simple and easy to learn, while still being powerful enough to write complex programs. It has performance similar to C++ and Rust, while being as simple as Python.
