VsCode base extension for programming Keba PLCs

This is a base extension providing the user with:
- Network scanning to detect KEBA devices, with support for manually adding devices
- Per-device credential management
- Device manipulation: Start/Stop/Reboot/Restart/Shutdown Controller, Stop/Restart Applications
- A variables browser for live PLC variables
Credentials
Use the "Set credentials" command (right-click a device in the Devices view) to enter a username and password for a device.
