EigenChat for VS Code

EigenChat 3.0 is the local workspace side of the simplified relay architecture. It stores the shared relay key in VS Code SecretStorage, owns conversation/session metadata and queues locally, resolves workspace skills before transmission, and connects to the API through the single authenticated WebSocket endpoint.
