From VS Code Marketplace

Open Extensions in VS Code (Ctrl + Shift + X)
Search for Sunflower Theme
Click Install
Go to File → Preferences → Color Theme
Select Sunflower Dark or Sunflower Light

Manual Installation

Download the .vsix file from the releases page
Open VS Code terminal and run:
