Kinetic Scroll for VS2013

Extension for Visual Studio 2013 that adds options to enable kinetic scrolling (middle mouse button and scroll wheel) in Visual Studio 2013 text editor.

Setings may be found in Tools -> Options -> Kinetic Scroll.

I strongly encourage you to tweak settings, if you feel extension behaves oddly!

I'm not the author of original extension. I've just reassembled vs2010 extension for vs2013 and changed some default values.

I'm planning to add real per-pixel smooth scroll here. But only when i'll have free time and for now i know little on the matter, so feel free tomake a contribution, add issue or fork!
