This Custom work item field control can help you validate the uniqueness of work item field value before saving.
User Guide
Click organization settings | process, select the custom process and a work item type, then click add custom control.
Select Unique Filed Control and click option menu.
Select a work item field you want to validate (it must be a string)
Add a lable for this custom control, just keep it as same as the field you want to validate.
Hide or remove the origin field control.
