This basic template adds a ResourceDictionary.xaml to the project, I am using it on the design of user interfaces for Windows Phone and Windows 8 applications and I wished to have this kind of item at hand.
Also I tought that other persons would like to have this kind of item at hand in the custom Insert Item action of the Solution Explorer.
