Resx sorter

This tool currently provides only one single feature: sorting a resx file by key name.

• Right click a resx file in Solution Explorer, and choose "Sort resx".
• Select any number of resx files (or any other files), right click and choose "Sort resx". 

Upcoming features include:

• A global "Sort all resx files" command

Bug fixes:

• Menu item doesn't show up in web solutions (Github)
