Extension to provide facilities that Phil considers indispensable:

• Update last mod time - automatically adds or updates a "last mod:" comment to source files when they are saved.
• Update project build number: - add commands to update project build numbers.

Note: date/time and build number formats are those used by Phil and are not configurable.
