OData V4 Web API Scaffolding

OData V4 Scaffolding is used to generate controller code for OData service by given an existing model in Web API project, which is help to create the Web API service(http://odata.github.io/WebApi) support OData V4 (http://odata.github.io). The scaffolding item will appear in the controller scaffolding list by right click on controller folder and select "Add" -> "Controller".
