Create a branch name from a workitem

This provides a new context menu for creating branch names for a workitem. It is compatible with the github plugin in terms of branch naming.

The feature is feature toogled on projects. This means it wont show up until enabled.

It can be enabled by:

• selecting your project
• right upper corner, User Settings
• select Preview features
• Select the project level and enable this feature
