This extension keeps the cursor a few lines away from the top and bottom of the current file open. This way you can use the arrow keys to scroll up or down and see a few lines ahead to avoid scrolling past and then having to scroll back the opposite way to the position you want. It's not a perfect but it handles the cases where you want to scroll using the arrow keys.
You might have to uninstall previous versions of the extension before installing the latest version.
