Ve check-in polices

Check-in polices used on Ve Interactive.

Currently the only police in this release is only merge and branch police that only allows you to do merges an branches on a givem branch. This police is usefull for main branches and for development branches.

THe sourcecode for this extension is not currently avaliable and it is in discussion if the tool will be open sourced
