This plugin was created by Mark Miller and it's source code is available via theDXCore Community Site.  ElementTagTabber is a CodeRush plugin which extends the existing 'Tab to Next Reference' functionality. The user is now able to press the Tab key whilst the caret is focused within the name of an XML (or HTML) element. (Start or End Tag). This will move the focus from one tag to the other.
