This plugin was created by Rory Becker and it's source code is available via theDXCore Community Site.  ClearAllMarkers is a CodeRush plugin which augments the existing Marker subsystem. An additional command (or action) is added which when executed will remove all Markers on the stack. The 'ClearAllMarkers' command must be bound to a key, before it can be used.
